# GitHub Enterprise Includes Copilot Access: Pricing, Credits and Who Qualifies

Eligible enterprises can remove a separate Copilot seat charge, but AI usage is billed from the first request.

GitHub announced a new Copilot access option on October 28 for eligible GitHub Enterprise Cloud customers. Licensed users can receive Copilot without a separate Copilot seat charge, but the option includes no AI credits. The cost moves toward metered usage rather than disappearing.

## Who can get the new Copilot access option?

The [announcement](https://github.blog/changelog/2026-10-28-github-enterprise-now-includes-access-to-github-copilot/) applies now to enterprises working with a GitHub or Microsoft account team. Self-serve customers cannot switch yet, and their existing subscriptions are unchanged. Copilot Business and Copilot Enterprise remain available.

Users without a GitHub Enterprise license can receive the same access through Copilot Standalone for $10 per user per month. Feature and model eligibility matches Copilot Enterprise, with administrator policies and spending controls still applying.

**Included access is not included AI consumption.** That distinction should be settled before anyone presents this as a blanket price cut.

## Copilot pricing: seats and credits

GitHub's [migration documentation](https://docs.github.com/en/copilot/get-started/whats-changing-with-github-enterprise-and-copilot) gives this comparison:

| Option | Copilot seat charge | Included monthly AI credits |
| --- | --- | --- |
| Copilot Business | $19 per user | 1,900 per user, pooled |
| Copilot Enterprise | $39 per user | 3,900 per user, pooled |
| Copilot access with GitHub Enterprise Cloud license | $0 additional Copilot seat charge | None |
| Copilot Standalone without that license | $10 per user | None |

The underlying GitHub Enterprise Cloud license is not made free by this change. Transitioning is voluntary, applies across the enterprise and cannot be mixed with Business or Enterprise Copilot seats within that same enterprise. Administrators must still assign seats; access does not automatically appear for every member.

## What happens when the budget runs out?

The [billing documentation](https://docs.github.com/en/copilot/concepts/billing-and-usage/organizations-and-enterprises/billing) defines one AI credit as $0.01. Model choice and token consumption determine metered cost.

Inline completions and next edit suggestions do not consume AI credits and remain available with no budget. Metered features need available budget. Under Copilot access, there is no included pool to draw down first, so charges begin with the first metered use.

User-level budgets are hard limits on consumption. Enterprise and cost-center spending controls address different scopes, and spending limits need their stop-usage setting enabled to enforce a cutoff. Administrators should configure these before broadening access.

## Why removing seats may not reduce the bill

The new option can make access easier to distribute, particularly when many licensed developers use Copilot lightly. But comparing a zero-dollar seat charge with a paid plan while ignoring that paid plan's credit allowance gives the wrong answer.

Compare total workload cost, including usage currently covered by pooled credits and any Standalone seats. Looking only at last month’s overage would underestimate the new bill.

There is a second effect to watch. Broader access may increase total use even if each developer remains economical. That can be a good outcome when it produces valuable work, but it is still a budget decision rather than free capacity.

The useful shift is that procurement and engineering now have to discuss access and consumption separately. A seat tells you who may use the tool. The usage policy determines how much work the organization is prepared to fund.
